To get this quest,  this requires you to fail one of these missions either by being defeated or letting the mission time out (as the retrieval quest involves you going to the ship to get back the Dragon Balls from Frieza). If you're successfully completing the missions by acquiring the Dragon Balls, this will not occur as there's no Dragon Balls to get back from Frieza.
