To receive your pre-order or DLC items in-game, you must first unlock the Inn location (by completing the tutorial missions with Kakashi) and then talking to Sakura in front of the Inn.

Once you're in the menu for the Inn use the following path to obtain your DLC items:

Select "Gift Box" and then select "Add-Ons" and your DLC content will be listed here.
